Lots of good advice given all round, but I thought I'd give a generic answer. If you ever have a question along the lines of "what are my legal options in situation ", where X typically involves public services or utilities, then the Citizens Advice Bureau offer free help.
That's not all they do, but it's a useful approximate description relevant to this post.
